Session 2. Organisation of legal and compliance work

Dr. Lebedev has proven background in internal audit, compliance controls as well as expert witnesses and fraud investigations. Since 2008, he has successfully overseen the implementation of a number of anti-corruption compliance systems and managed numerous fraud investigation projects. His primary sectors are oil & gas, metals & mining and retail industries.
Rashid Gaissin

Rashid Gaissin's practice focuses on transnational corporations, industrial sectors and financial institutions. Rashid has extensive experience working on large, complex transboundary transactions and mergers and acquisitions. He also represents local and foreign corporate and financial clients in acquisitions or transfers of enterprises in several jurisdictions, both within and outside of Kazakhstan.
Aigoul Kenjebayeva

Session 3. Dispute resolution

Aigoul Kenjebayeva is the managing partner of Dentons Europe's Almaty and Nur-Sultan offices. Her particular areas of specialization have been acquired from over 35 years as a practicing lawyer and include corporate, M&A, energy/natural resources, PPP/infrastructure projects, IP, competition law, and dispute resolution. Based in Kazakhstan, Aigoul has also been involved in projects for clients in Kyrgyzstan and Uzbekistan.
Aigoul is a member of the Stockholm Arbitration Report Editorial Board, the Kazakhstan Petroleum Lawyers Association Board, the Foreign Investors Council Legal Working Group (under the auspices of the President of Kazakhstan), and the Chair of the Board of the Kazakhstan Bar Association.

William Harrison Courtney
Adjunct Senior Fellow, RAND Corporation Executive Director, RAND Business Leaders Forum
Topic: Kazakhstan's circumstances and place in the region and the world

Ambassador Courtney was a foreign service officer in the U.S. Department of State from 1972 through 1999. He served as ambassador to Kazakhstan, Georgia, and the U.S.-Soviet Bilateral Consultative Commission to implement the Threshold Test Ban Treaty; special assistant to the President for Russia, Ukraine, and Eurasia; deputy U.S. negotiator in the U.S.-Soviet Defense and Space Talks on missile defense; and deputy executive secretary of the NSC staff. He served abroad in Brasilia, Moscow, Geneva, Almaty, and Tbilisi. He chairs the board of trustees of Eurasia Foundation. He is a member of the Council on Foreign Relations, where he was an international affairs fellow, and a member and former member of board of directors of the American Academy of Diplomacy. He also served on the board of directors of the former World Affairs Council of Washington, DC.

Eric Meyer
U.S. Consul General in Almaty

Opening Remarks

Eric Meyer, a career Foreign Service Officer with the U.S. Department of State, assumed the position of U.S. Consul General in Almaty, Kazakhstan in September 2018.
Previously, Eric served as Special Assistant and Senior Advisor in the Bureau of South and Central Asian Affairs. His most recent overseas posting was Consul General in Phnom Penh, Cambodia where he frequently served as Acting Deputy Chief of Mission. Prior to that, Eric was Consul at the U.S. Embassy in Helsinki, Finland where he also served on the board of the Fulbright Commission.
Prior to joining the U.S. Department of State, Eric worked in corporate sales and government relations in the airline industry.
Andrew Wachtel
Rector of the Narxoz University

Opening remarks

Mr Wachtel speaks 8 languages fluently: Russian, Bosnian, Croatian, Serbian, Montenegrin, Slovenian, French and Polish. He is the author of over one hundred scientific publications, translations, and a dozen books. Since 2014, Andrew has been advising the Ministry of the Russian Federation on improving the quality of higher education. Mr. Wachtel reviews scientific manuscripts for American universities such as Stanford, Cornell, Duke, Princeton, Northwestern, Routledge, and publishers like Yale University Presses, Slavic Review, SEEJ and Russian Review.



Larry Catá Backer

Topic: Multinational Corporations as Objects and Sources of Transnational Law

Professor Larry Backer researches globalization, especially as it relates to the emergence of ways of understanding constitutional and enterprise law. His most recent work touches on the regulation of multinational corporations, sovereign wealth funds, transnational constitutionalism, and the convergence of public and private law.

Topic: Legal regulation of the activities of transnational corporations in the Republic of Kazakhstan
Zhumageldy Sakenovich has been Managing Legal Advisor to the Eurasian Division of Chevron Corporation since 2008. On his initiative and with the support of the leading legal community was organized the Kazakhstan Association of Oil and Gas Lawyers (KPLA). Over the past decade, Zh.S. Elyubaev has been actively engaged in scientific activities, received the degree of candidate and doctor of law. In 2012, Zh.S. Elyubaev supported the initiative of young lawyers and heads of leading law firms in the country and was one of the founders of the Republican public association "College of Commercial Lawyers" Kazakhstan Bar Association "(KazBar). Zh.S. Elyubaev, among the first Kazakhstani lawyers, became a member of the Royal Institute of Arbitrators (Member of the Chartered Institute of Arbitrators, "MCIArb").
Catherine A. Rogers
Professor of Law, Penn State Law
Topic: Transparency and Ethics in International Arbitration

Professor Catherine A. Rogers is a scholar of international arbitration and professional ethics at Penn State Law, with a dual appointment as Professor of Ethics, Regulation, and the Rule of Law at Queen Mary, University of London, where she is also Co-Director of the Institute for Ethics and Regulation. Her scholarship focuses on the convergence of the public and private in international adjudication, the intersection of markets and regulation in guiding professional conduct, and on the reconceptualization of the attorney as a global actor. Professor Rogers teaches, lectures, and publishes on these topics around the world, including as an invited participant at two Stanford-Yale Junior Faculty Fora.
Duman Akhmetov

Topic: Recognition and enforcement of foreign judicial and arbitral decisions in Kazakhstan

Duman Akhmetov is a Partner at INTEGRITES Kazakhstan office. Duman heads Litigation & Arbitration practice and has a considerable experience in pre-trial settlement of disputes, commercial disputes, corporate disputes, construction and land disputes, IP disputes, tax and customs disputes. Duman accompanies clients in issues of recognition and enforcement of decisions of foreign courts and arbitrations in Kazakhstan, represents clients in arbitration. Duman also advises clients on legal aspects of construction and real estate, PPP projects, corporate and regulatory issues of doing business in Kazakhstan.
Duman is a member of the Kazakhstan Bar Association Committee on Courts and Arbitration.
Duman is also recommended by the international legal research The Legal 500 EMEA 2018, 2019 in commercial and civil litigation, arbitration and debt recovery disputes.

Inna has been with KPMG for 18 years, providing tax advisory services to international and domestic clients. Inna has extensive experience in taxation in Kazakhstan, including taxation in financial services, private equity, telecommunication, pharmaceuticals and consumer markets. Areas of specialization include corporate taxation, cross-border taxation and international transaction structuring, group reorganizations and tax planning. She is Certified Management Accountant (CMA) and Chartered Financial Analyst (CFA) charterholder.

Dr. Yeleuov is the Partner leading Kinstellar's dispute resolution practice in Kazakhstan. Mukhit has significant experience representing clients in commercial and corporate disputes concerning shareholder rights, property rights, subsoil rights, real estate, construction, breach of contract, and torts, as well as in fiscal and regulatory disputes concerning tax, customs, labour, migration, environmental, technical safety, and bankruptcy law. Mukhit also has transactional experience in construction and energy. For a number of years, Mukhit has been consistently recognised by the leading international legal directories Chambers, Legal 500 and other benchmark publications as a leading lawyer in his field.

Topic: Organisation of compliance function in quasi-government sector
Dauren has 10 years of successful experience in the development and implementation of compliance risk management, financial monitoring (AML / CFT) and corporate governance systems in the banking sector and government company. Over the years, he led projects to introduce compliance functions in commercial banks. Since 2018, introduced the compliance function in Samruk-Energy JSC.
He is an international certified ICA specialist in corporate governance, risk and compliance - Int.Dip. (GRC), a member of the International Compliance Association.

Lyazzat Nurmagambetova

Compliance in public companies
Lyazzat is a qualified specialist with more than twelve years of experience in national companies, the banking sector, public service, and Kazakhstan public companies. Lyazzat took part in preparing for the IPO on the London Stock Exchange and the AIFC Exchange of a Kazakhstan company as part of the privatization plan and the implementation of the compliance function, which included an analysis of the legislation and regulatory requirements of stock exchanges, implementation of procedures to comply with these requirements.
Lyazzat also has experience working as a compliance officer for a Kazakh company, a subsurface user, whose securities were listed on the London Stock Exchange, which, among other things, introduced the best corporate governance practices. Since March 2019, he is the head of the compliance service of JSC NC "KazMunayGas".
